{"id":1223,"date":"2016-02-09T17:18:12","date_gmt":"2016-02-09T17:18:12","guid":{"rendered":"http:\/\/scotsindependent.scot\/?p=1223"},"modified":"2016-02-09T17:21:19","modified_gmt":"2016-02-09T17:21:19","slug":"minister-welcomes-cross-party-involvement","status":"publish","type":"post","link":"https:\/\/scotsindependent.scot\/?p=1223","title":{"rendered":"Minister welcomes cross-party involvement"},"content":{"rendered":"<p>After months of evidence collection, the Commission on Local Tax Reform has published its final report: <em>Just Change: A New Approach to Local Taxation.<\/em><\/p>\n<figure id=\"attachment_1224\" aria-describedby=\"caption-attachment-1224\" style=\"width: 211px\" class=\"wp-caption alignright\"><a href=\"https:\/\/scotsindependent.scot\/wp-content\/uploads\/2016\/02\/Marco-Biagi-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1224\" src=\"https:\/\/scotsindependent.scot\/wp-content\/uploads\/2016\/02\/Marco-Biagi-2.jpg\" alt=\"Marco Biagi MSP, Local Government Minister\" width=\"211\" height=\"250\" \/><\/a><figcaption id=\"caption-attachment-1224\" class=\"wp-caption-text\">Marco Biagi MSP, Local Government Minister<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>The cross-party commission, established jointly by the Scottish Government and the Convention of Scottish Local Authorities (COSLA), brought together representatives from across the political spectrum to look at options for a fairer local tax system.<\/p>\n<p>&nbsp;<\/p>\n<p>Minister for Local Government and Community Empowerment, Marco Biagi, one of the commission\u2019s co-chairs, said: \u201cThe First Minister established this commission to allow an informed debate on the future of local taxation.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWe welcome the fact that four of the five parties in the parliament have taken part and come to an agreement on a set of crucial principles &#8211; that local tax should be more progressive, broader and more empowering to local government.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cThe Scottish Government has sought to mitigate the worst impacts of the council tax over the last eight years, with the council tax freeze benefitting average households by \u00a31,200.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cWe will consider the findings of the report carefully and we will set out our detailed proposals for reform by the end of the parliamentary term, embodying the principles of the commission\u2019s report.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Now the debate goes forward into manifestos about how each party will take forward the report&#8217;s conclusions and recommendations.
